Facilitating the Continuum from Experimental to Clinical Use: Designing Alternative Models
July 17-18, 2003

The purpose of this Summit was to think about alternatives to the current regulatory system of gates and hurdles as new technologies move from experimental to clinical. In many ways, every patient encounter provides an opportunity to learn more about how new technologies affect clinical outcomes; that information, in turn, can be fed back into the system to refine regulatory limitations and improve product design.

Our nation is deeply committed to medical research. Exciting advances in medical technology are the result of the convergence of materials sciences, information technology, and the biological sciences. This synergy is leading to exciting new developments in bioinformatics, genetic and tissue engineering, proteomics, nanotechnology, MEMS, and e-medicine. These interdisciplinary fields comprise the new scientific reality, but conflict with the way that public and private institutions have been historically organized. There is a need to restructure the research enterprise to overcome the barriers to promising multi-disciplinary research at many levels - in national medical research policy and national research organizations, in academic institutions, and at the interface between academic and industry engaged in translational research efforts. If we are to realize the potential medical benefits of scientific and technological advances, we must find ways of breaking down institutional barriers. The MTLF Harvard/Partners Summit brought together leading experts in national policy, the academy and industry to examine barriers and explore ways to break down the barriers to achieving the promise of the new science.
